A competent person for scaffold will be present during erection and while in use. Before work on a scaffold is begun, it shall be inspected visually and scaffolding tag signed and dated to ascertain that:一个能胜任脚手架的人在脚手架安装时和使用时都应在场。在使用脚手架作业前，应对脚手架进行目视检查，给脚手架挂牌，签字并标注日期，确保：

• Safe means of access and egress. 要有安全的通道和出口。
• Scaffold tag is attached and up to date with inspection(s). 挂有脚手架牌，并且牌上检查日期有效。
