13.        Occupational Health Program

1.        Purpose

        The objective of the occupational health programs is to identify, evaluate and control         occupational health hazards, to protect all personnel from developing occupational         diseases or illnesses arising from their exposure to specific occupational health hazards         present in the work environment and to establish policies and programs to protect all         workers from occupational health hazards.

2.        Scope
The Occupational Health Program applies to all activities and operations at the plant, as well as its employees, contractors, and the visitors that it serves. Hearing Conservation Program and Respiratory Protection Program are components of this program to limit the potential for disability or illnesses.

3.        Procedure
        3.1        Hearing Conservation program
This Hearing Conservation Program has been established to help ensure that the employees do not suffer health effects from exposure to excessive noise while working in the plant.
3.1.1        Exposure Monitoring
Company shall engage noise monitoring consultant for the monitoring of noise levels. Personal or area noise monitoring is conducted to identify employees and to enable the proper selection of hearing protectors. Area noise monitoring is         also used to identify locations where average noise levels exceeds 85 dBA Permissible Exposure Limit (PEL).These are areas where hearing protection should always be worn.
Employees should contact safety department to schedule noise monitoring if they suspect exposures to excessive noise on the job, or if previously monitored noise levels have changed due to modifications to equipment or processes.
Employees whose noise exposures have been monitored will receive written notification of their exposure monitoring results. Persons whose eight-hour time-weighted average noise exposure exceeds the action level will be enrolled in the Hearing Conservation Program. These individuals will be offered audiometric testing, will have hearing protectors made available to them, and will be provided training on the fitting, use, and care of these devices.
3.1.2        Audiometric Testing
Company shall send all persons enrolled in the Hearing Conservation Program. Such testing is conducted to determine if the person suffers any significant hearing loss, or "standard threshold shift". Persons whose audiometric testing shows they have undergone a standard threshold shift will be notified. Such         individuals will be retrained         on the hazards and precautions of working in noisy environments and will be issued hearing protection devices. Other modifications to the workplace may also be needed to reduce noise exposures to prevent additional hearing loss.
3.1.3        Hearing Protectors
Safety departments must provide hearing protectors (earplugs or earmuffs) to all persons exposed at or above the 85 dBA Level. Hearing protectors must be provided free of cost to the wearer, and must be replaced when broken, defective, or unsanitary.
The use of hearing protectors is required:
        for all personnel exposed above the 90 dBA PEL,
        for all personnel who have a documented standard threshold shift and who are exposed above the 85 dBA Level,
        in all areas posted or otherwise designated as requiring hearing protection.
3.1.4        Training
Company provides annual training for all persons enrolled in the Hearing Conservation Program. This training covers:
        the effects of noise on hearing,
        the purpose of hearing protectors; the advantages, disadvantages, and attenuation of various types; and instructions on selection, fitting, use, and care of hearing protectors,
        the purpose of audiometric testing and an explanation of audiometric test procedures.
3.1.5        Record Keeping
Safety Department maintains records of all personal exposure monitoring, and audiometric testing records for all persons enrolled in the Hearing Conservation Program. Exposure monitoring records are maintained for a minimum of two years, and audiometric test results are maintained for the duration of the person's employment. These records are available upon request to employees or designated employee representatives.
3.2        Respiratory Protection Program
The Respiratory Protection Program is to ensure that all employees have adequate respiratory protection in the workplaces where engineering controls or work practices that are inadequate or not feasible to reduce the exposure to airborne contaminates. In all cases, engineering controls must be considered and implemented to the extent that they are feasible.
                3.2.1        Respirator Selection and Use
Selection of respirators and respirator accessories, fitting and testing must be coordinated through the Safety department. The department will evaluate the work area for chemical toxicity, the potential for exposure, the concentration and duration of exposure, and the limitation of the various types of respiratory protection that are available.
3.2.2        Medical Evaluation and Clearance
Medical evaluations shall be provided to all employees required to wear a respirator. The medical evaluations can be performed by medical practitioner.Medical evaluations will be conducted prior to initial use and annually thereafter.
Upon written receipt of medical clearance from a medical practitioner, the employee will be trained and fit tested on the approved respirator(s).
3.2.3        Fit Testing
A fit test shall be used to determine the ability of each individual respirator wearer to obtain a satisfactory fit with any air-purifying respirator. Both quantitative and qualitative fit tests will be performed. Personnel must successfully pass the fit test before being issued an air-purifying respirator. No employee is permitted to wear a negative-pressure respirator in a work situation until he or she has demonstrated that an acceptable fit can be obtained. Respirator fitting is conducted initially upon assignment to a task requiring use of a respirator. Refitting is conducted annually thereafter upon successful completion of the respirator training.
Fit testing will be conducted by the approved person Fit tests will be conducted at least annually. A satisfactory face seal is a prerequisite for successful completion of the respiratory protection training program. Verification of the successful fit test will be documented on a Respirator Registration Form.
The Respirator Registration Form will be documented by safety department.



3.2.4        Maintenance, Inspection, Storage and Repair
The maintenance of respiratory protective devices involves a thorough visual         inspection for cleanliness and defects (i.e., cracking rubber, deterioration of straps, defective exhalation and inhalation valves, broken or cracked lenses, etc.). Worn or deteriorated parts will be replaced prior to reissue. No respirator with a known defect is reissued for use. No attempt is made to replace components, make adjustments or make repairs on any respirator beyond those recommended by the manufacturer. Under no circumstances will parts be substituted as such substitutions will invalidate the approval of the respirator. Any repair to reducing or admission valves, regulators, or alarms will be conducted by either the manufacturer or a qualified trained technician.
When not in use, respirators should be sealed in plastic bags and stored in a single layer with the facepiece and exhalation valve in a non-distorted position. Respirators should be stored in a convenient, clean location, avoiding temperature extremes and direct sunlight.
Certain parts of the respirator can be changed by the employee; however repair or replacement of component parts must be done by a qualified individual. Substitution of parts from a different brand or type will invalidate the approval of the respirator.       
3.2.5        Respirator Training
Respirator users and their supervisors will receive training on the contents of the Respiratory Protection Program and their responsibilities under it. They will be trained on the proper selection and use, as well as the limitations of the respirator. Training will also covers how to ensure a proper fit before use and how to determine when a respirator is no longer providing the protection intended.
Retraining is given annually thereafter and only upon successful completion of         the medical evaluation.
The training program will include the following:
1.        Nature and degree of respiratory hazard
2.        Respirator selection, based on the hazard and respirator         capabilities and limitations
3.        Fit tests including hand's-on practice
4.        Care of the respirator, e.g., need for cleaning, maintenance,         storage, and/or replacement
5.        Use and limitations of respirator
Respirator training will be properly documented (Appendix A) and will include the type and model of respirator for which the individual has been trained and fit-tested.

3.2.6        Recordkeeping
Respirator fit-testing shall be documented and shall include the type of respirator, brand name and model, method of test and test results, test date and the name of the instructor/tester.

4.        Responsibility
4.1        Safety Department
The safety department is responsible for establishing and maintaining a respiratory protection program. Safety department will implement a Respiratory Protection Program which is designed and organised to ensure respirators are         properly selected, used, and maintained by employees.
Safety Department is also responsible for evaluating those tasks for which         respiratory protection is thought to be necessary, determine the degree of hazard posed by the potential exposure, determine whether engineering or administrative controls are feasible, and will specify which respiratory protection device is to be used at each task. In addition, train personnel in the selection and use of         respiratory protective devices, conduct qualitative and quantitative fit testing, and issue necessary protective devices.


4.2        Supervisor
Supervisors will ensure each employee under his or her supervision using a respirator has received appropriate training in its use and an annual medical evaluation. Supervisors will ensure the availability of appropriate respirators and accessories, provide adequate storage facilities, and encourage proper respirator equipment maintenance. Supervisors must be aware of tasks requiring the use of respiratory protection, and ensure all employees engaged in such work use the appropriate respirators at all times.
4.3        Respirator Wearers
It is the responsibility of each respirator wearer to wear his respirator when and where required and in the way they were trained. Respirator wearers must report any malfunctions of the respirator to his/her supervisor immediately. The respirator wearer must also guard against mechanical damage to the respirator, clean the respirator as instructed, and store the respirator in a clean, sanitary location.
Personnel, such as employees, inspectors, and visitors, who must enter an area where the use of respiratory protective equipment is required, even when their stay time in the area may be 15 minutes or less, shall be provided with and use appropriate equipment, including instructions regarding use and limitations. Personnel shall be fit tested and medically qualified to wear the respirator being issued prior to entry to the area.
