9.0
HAZARD COMMUNICATION PROGRAM

The Fluor Daniel/BP Pasadena 15 Project Hazard Communication Program has been developed to inform all Fluor Daniel Employees and their Contractor employees of known chemical hazards that may exist in the work place. The communication of information to employees in order to protect their health and well being is a top priority.  To accomplish this, the Fluor Daniel/BP Pasadena15 Project Hazard Communication Program will serve as a liaison to all contractors providing services on the Fluor Daniel/BP Pasadena 15  Project.

Prior to mobilization, each contractor will submit a Hazard Communication Program, a hazardous chemical inventory list and a copy of all Material Safety Data Sheets for all chemicals expected to be brought on site. This information will be maintained by the Fluor Daniel/BP Pasadena 15 Project Safety Department and communicated to all employees that may be affected.

Prior to introducing a new chemical to the site, the responsible contractor will notify the Fluor Daniel/BP Pasadena 15 Project Safety Department of their intent to do so and submit a Material Safety Data Sheet for review. Prior to use the hazards associated with the chemical will be reviewed with employees that could be potentially effected. This will be accomplished by means of the projects First Use Program.

The communication of day to day information will be accomplished by means of toolbox meetings, First Use Program and container labeling.

The communication of information, involving non-routine task, will be accomplished by means of the Pre Task Safety Review.

The major components of the program are;

· Labels and other forms of warning

· Hazardous chemical inventory  list

· Material Safety Data Sheets

· Employee training programs

· Hazards of non-routine task

In order to provide the project with a comprehensive Hazard Communication Plan, all contractors will utilize a uniform container labeling program, the NFPA hazard diamond or HMI System.

10.0
SECURITY

Access to the project will be controlled by means of designated parking areas, entrance gate(s), badging system and material passes.

Parking will be permitted in designated areas only.  Signs shall be posted listing the authorized company/companies and rules governing the use of the area.

Fluor Daniel employees, contractors and vendors shall use only the designated security gate.  

All personnel will be issued an identification badge.  The badge will be required to gain access into the plant and is to be worn at all times while in the plant.

Vendors or visitors will require permission to enter from Project Management and shall be escorted at all times.

Vendors or visitors will be issued a temporary badge that is to be worn at all times while in the plant.

A material pass shall accompany all tools and materials, other than trash, that are removed from the project.

Fluor Daniel and/or BP reserve the right to the search of person and/or property of Fluor Daniel employees, sub-contractors, and visitors on company/client property.

Any person under the influence of or in the possession of any intoxicating liquor or illegal drug will not be permitted to enter the plant or loiter on property.

Firearms, alcoholic beverages, narcotics or explosives will not be permitted on property.

Cameras are prohibited without the expressed written consent of BP.

Each contractor will prepare a daily manpower report.  A copy of the report will be submitted to the project office by 8:00 a.m. each day.

In order that an accurate head count can be obtained in the event of an emergency, each contractor shall maintain the original manpower report, and a copy of all late arrivals/early-out slips. A designated representative from each contractor shall be prepared to present this information in the event of an emergency.

11.0
CHEMICAL SCREENING

Chemical screening (i.e., urinalysis) is part of the overall program to prevent controlled substances including alcohol from entering the workplace. The working environment is a safer and more productive without the presence of controlled substances.

The sale, possession, use or purchase of controlled substances on the property is prohibited and is cause for immediate discharge.

To enforce this policy, the following chemical-screening procedures will be instituted by all contractors providing services on the project, documentation of such is subject to audit by the Fluor Daniel/BP Pasadena15 Project Safety Department without notice.

11.1
Pre-employment Screening

All Fluor Daniel and Contractor employees, including transfers will be chemically screened (through urinalysis) after the decision is made to hire. Potential applicants shall be advised of this requirement at the time applications are distributed to them.  A brief statement of company policy concerning drug and alcohol use and chemical screening shall be attached to all applications for employment. Applicants shall be advised that this policy covers all employees at this project. Refusal to submit to said screening or a positive result of a said screening without a legitimate medical reason will result in no further processing of the application and a denial of employment.

11.2 Suspicion of use of Controlled Substances or Alcohol

Employees reasonably suspected of using or being under the influence of controlled substances or alcohol will, upon proper documentation, be asked to submit to chemical screening. Refusal to submit to said chemical screening or a positive result without a legitimate medical reason will result in disciplinary action up to and including termination. Only Breathalyzer testing will be performed for suspected alcohol use.

11.3
Random Screening

All employees on this site will be subject to random screening.  The employees chosen by this method shall be advised of their selection no earlier than the morning of the test date. Refusal to submit to such screening or a positive result of such screening without a legitimate medical reason will result in disciplinary action up to and including termination.

11.4
Post Accident

As part of the project accident/incident investigation policy, all employees involved in an incident that results in an injury that requires professional medical care, significant equipment or property damage or involves heavy equipment i.e., crane, dozer, backhoe will upon proper documentation, be asked to submit to chemical screening.  Refusal to submit to said screening or a positive result without a legitimate medical reason will result in disciplinary action up to and including termination.

12.0
EMERGENCY PROCEDURES

The BP Emergency Alerting System will be utilized to inform employees of an emergency area affected and when the condition has been corrected.  Assembly areas and accounting procedures are addressed within this Safety Manual.

As part of the New Hire Orientation, all employees will view the BP Emergency Alerting System video and receive specific instructions on how to report an emergency, actions to take and assembly points.

Each Contractor shall be responsible for providing the Fluor Daniel Project Site Manager an accurate head count of the total number of employees accounted for and unaccounted for.

Each Fluor Daniel Superintendent shall provide the Fluor Daniel Site Construction Manager with an accurate head count of the total number of employees accounted for and unaccounted for in their respective discipline. The Site Construction Manager will then notify the Fluor Daniel Project Site Manager.

The Fluor Daniel Project Site Manager will be responsible for reporting to the BP Contractor Safety Coordinator
all information.

The Fluor Daniel Project Site Manager shall be responsible for the release of any information to outside agencies.  The release of information shall be with the approval of BP Management and in accordance with the Fluor Daniel APS Manual section 1-4.
