江苏省工贸企业有限空间作业安全管理与监督实施办法

二、有限空间作业的安全管理

　　（一）辨识。工贸企业应当对本企业生产、经营、储存、使用等场所的有限空间进行辨识，确定有限空间的数量、位置以及危险有害因素等基本情况，并建立有限空间管理台账。

　　危险有害因素主要包括：易引发窒息、中毒、火灾和爆炸事故以及存在冒顶、坍塌、高处坠落、物体打击、机械伤害、触电等危险有害因素。

　　（二）规章制度。存在有限空间作业的工贸企业，应当建立健全有限空间作业的安全责任制、审批制度、现场管理制度、相关人员安全培训教育制度、应急管理制度和操作规程，并对进入有限空间作业实施安全审批管理。

　　（三）警示标志。对辨识出的有限空间，工贸企业应在醒目位置设置警示标志，警示标志应当包括有提醒危险存在和须经授权、批准允许进入有限空间等内容。

　　（四）教育培训。存在有限空间作业的工贸企业，应对从事有限空间作业的相关人员进行专项安全培训。培训内容应包括有限空间作业的危险有害因素和安全防范措施、安全操作规程、检测仪器和劳动防护用品的正确使用、紧急情况下的应急处置措施等。安全培训应当有专门记录，并由参加培训的人员签字确认。

　　（五）作业审批。工贸企业实施有限空间作业的，应当在作业前对作业环境进行评估，分析存在的危险有害因素，确定需要隔断（隔离）的外部物料来源项目清单，提出消除、控制危害的措施，制定有限空间作业方案，并经本企业相关管理人员的审核和分管负责人批准。

　　（六）防护用品。存在有限空间作业的工贸企业，应当配备呼吸保护器具、通讯设备、快速检测设备、通风设备、安全绳索、救生梯等防护用品和器材。

　　（七）应急救援。存在有限空间作业的工贸企业，应根据本企业有限空间作业特点制定应急预案，所有相关人员都应熟悉救援预案。

　　（八）发包管理。工贸企业将有限空间作业发包给其他单位实施的，应当委托具备国家相关规定资质的承包商，并与承包方签订专门的安全生产管理协议，明确双方安全生产职责。承包方对其承包的有限空间作业安全承担直接责任，工贸企业对其发包的有限空间作业安全承担连带责任。

　　对存在多个承包方、多工种、多层次交叉作业的，工贸企业应当对有限空间作业进行统一协调管理，并采取避免互相伤害的有效措施。
