请问大家做安全工作是独立的部门吗？

我现在所从事的是设备管理工作的，但是公司将安全生产管理这块也划到我这里了，所以我有时候感觉比较痛苦，开展工作较为缩手缩脚的。请问各位安全员们，你们是不是单独的管理部门，然后制订安全文件并开展工作啊。我现在真的比较困惑的。

安全部门是不是独立的不重要，重要的是能不能独立行使检查监督的职能。

一般的外企都会是独立部门，感觉不独立，很多工作无法进行。

放在设备部门我觉得有几个问题：
1.安全整改相当一部分都是涉及到电气整改，自己检查自己整改；
2.维修部门本身就是个执行部门，自己又立法、又执法、还要执行，总觉得有点别扭哟。
不知道各位有这种感觉没得？

我们单位是有个安全监察部的，设备管理部是技术管理部门，再兼管安全根本忙不过来
