Clarify Purpose(澄清目的)

Which objectives need to be clarified by making them more specific?(有哪些目標需要進一步被釐清?)

Classify objectives into Is this objective mandatory? (這目標是必不可少?)
MUSTs and WANTs Is this objective measurable? (這目標是可衡量?) Yes to all 3 = MUST(三者答案為「是」者，均為 "必備性目標")
(將目標分類成 "必備性目標" 與 "願望性目標" ) Is this objective realistic? (這目標是現實?)
All other objectives are WANTs. (其他的目標皆為 "願望性目標")
Which MUST objectives should be reflected in the WANTs?(有哪些 "必備性目標"應該被反映成 "願望性目標"?)

Weigh the WANTs(對"願望性目標" 給予加權) What is the relative importance of each WANT?(各 "願望性目標" 相對重要性是什麼?)

Evaluate Alternatives(評估選擇方案)
Generate alternatives(列出選擇方案) What are the different choices available?(有哪些不同的方案可供選擇?)

Screen alternatives Does this alternative meet each MUST limit?(有哪些方案符合 "必備性目標"?)
  through the MUSTs
(透過「必備性目標」篩選選擇方案)

Compare alternatives How do the alternatives perform against each WANT objective?(針對每一個"願望性目標"，可供選擇的方案表現如何?)
against the WANTs
(對照  "願望性目標" 比較選擇方案)

Assess Risks(評估風險)
Identify adverse consequences What are the implications of being close to a Must limit?(對於接近 "必備性目標"的意涵是什麼?)
(找出不利的後果) Where might information about this alternative be invalid?(關於這個選擇方案的資訊在哪裡可能是無效的?)
What are the implications?(它們的意涵是什麼?)
What could go wrong, short and long term, if this alternative were chosen?
(如果這個方案被選擇後，就長期及短期而言，可能產生什麼錯誤?)

Make Decision(做出決策)
Make the best balanced choice Are we willing to accept the risk(s) to gain the benefit of this choice?
(做出最佳及最平衡的決策) (我們是否願意為得到這項選擇方案的利益而接受這些風險呢?)
