环保治理的问题归根结底还是要政府出来组织解决。我们国家的环保局都是听从于地方政府的，地方政府又都是以发展经济为第一的，而发展经济必然以牺牲环境为代价。
所以，政府真的应该反省反省，为什么不能在发展经济的同时保护我们的环境呢？

农村经济基础落后，温饱还没有完全解决，怎么谈环保这个高层面的问题，农村是穷得年轻人全部都跑到城里打工了，剩下老人和小孩，为了几毛钱都拼命干活，生活不解决，怎么谈得上精神层次方面，更别说环保了。

农民为了多收入一点，常年拼命干活、不啻劳作，如果有农药、化肥、地膜覆盖，大家争着用啊，哪考虑环境污染问题。唉！没办法，农村那个经济落后啊，生个病就根本没钱治啊，甚至等死！生活卫生不讲究，吃饭穿衣最简单，教育上完九年就辍学。中国农村人口太多啊，9亿人处于贫穷地带，资源平均很少阿，一个人几分地，怎么养活自己都困难。

农村发展的代价就是放弃优美的环境，先挣钱过好日子在说，当钱不是大问题的时候才会意识到环境的重要性，这是发展的必然，农村没有环保局，没有几个人了解环保法，城里人又怎会上农村去监督执法，他们要是去的话，农民又得哭，连粮食种子都得给吃光了。
