The dust extraction systems in the resin plant have been replaced and the new equipment functions well
环氧树脂分厂的除尘装置已更新，且新装置运行良好
Additional signs and warning notices have been installed. (The standard of many of the new signs is poor and the current signs need to be replaced as soon as possible with suitable signs)
新安装了许多警示标识牌（新安装的一些标识牌标准不高，目前使用的一些不合适的标识牌应尽快更换）。
Matters of concern 关注的问题
Housekeeping standards, especially in the higher floors of the chemical plants has deteriorated.
卫生情况，尤其是化工装置的高层处，不如以前。
The steel floor plates in the chemical plants have no drain holes and the water that collects on the floors is causing rapid corrosion.
钢质楼板没有排水孔，容易在楼板上形成积水，从而引起楼板腐蚀。
The hoists in the resin plant have long passed their expiry date for inspection and they should be checked as soon as possible.
环氧树脂分厂的天车已过了检验有效期很长时间，应尽快组织检验。
There is a general failure to use PPE especially safety hats in the chemical plants.
劳保用品的使用总体情况不好，尤其是进入化工装置不戴安全帽。
There is free access to all parts of the site. Unauthorized “collection” of materials from the site is not stopped.
整个厂区任何人员可以自由出入，未经允许进入厂区“拾”材料的情况没人制止。
There is no proper control of access to the electrical switch rooms
对进入配电室的人员没有实施管理。
The fire fighting equipment is in poor condition and some has signs of water damage.
消防器材的情况不好，有许多水毁痕迹。
There is a lack of adequate management control over the leasing (borrowing) of ammonia cylinders
对租借（借用）的氨气钢瓶缺乏管理。
The temporary labour control and use needs to be improved, especially with regard to the issues of the standard of employees, training and PPE.

The static eliminators should be properly connected to the alarms

The Use and Control of Temporary Workers临时工的使用和管理
In order to try and explain this situation interviews were conducted with the various relevant departments who have defined responsibility for the control and employment of temporary workers.
为了了解这个情况，与几个负责临时用工管理的相关部门进行了座谈。
The site uses several different categories of temporary workers
目前现场使用多种临时工。
1. “Outworkers” who have a regular / permanent employment in the resin production areas for the purpose of unloading raw materials and packing finished products as well as some housekeeping duties.
环氧树脂生产区使用的长期临时工主要从事原材料的卸车和成品的包装，以及一些打扫卫生的工作。
2. Contract workers from the so called “modified” companies that were formerly departments of the Bluestar operation who provide services such as maintenance and transport.

3. Irregular temporary workers who are used as and when needed.
一些临时性工作的用工。
4. Various delivery companies deliver raw materials and take away finished products. These people can be “temporary employees of the delivery company.

Safety requirements are managed by Bluestar. Security arrangements are through a “modified” company.

Generally “contract” workers do the heavy, dirty and sometimes dangerous jobs in the resin workshops. The skilled / technical operation of the chemical plants and refinery is done by XX
总体来讲，“合同工”主要在环氧树脂车间从事累、脏、及有危险的工作。一些技术/技能要求较高的工作及炼油装置的操作由蓝星的员工来完成。
There are detailed procedures covering the hiring of these people. However, there are some weaknesses in the system.
对于这些外工的雇佣用有一个详细的程序，但这个程序还有一些漏洞。
 The supply of PPE is confused (who will supply it?) and not always implemented.
劳保用品有谁来提供不明确（谁提供？），且经常不能履行。
 The standard of the temporary workers is generally very low. They have limited skills and education. Some of the people doing heavy physical work were over 60 years old. This is linked to the level of salary which is approximately half the average salary of chemical plant workers in Wuxi
临时工素质很低，他们的技能和受教育程度有限，有些从事重体力劳动的人员年龄超过60岁，这可能与工资水平有关系，他们的工资只有无锡从事化工操作人员工资水平的一半。
 The training and basic safety knowledge is inadequate.
培训和基本安全知识不足。
 A number of temporary people leave at short notice and replacements do not always go through the proper procedure.
有些人员没有打招呼就离开了，且替换人员没有走合理的程序。
 Workshop control of some of the temporary workers is weak
车间对一些临时工管理薄弱。.
 The duties of the labour supply agency are clearly defined but no one checks to see if they carry out these duties (such as buying accident or health insurance and supplying PPE)
劳务合同对劳务公司的责任有明确的规定，但没有哪个部门对劳务公司是否履行职责进行检查（例如是否为临时工上了意外或健康保险，及提供劳保用品）。
It was clear from the comments made by the workshop managers that the people being supplied were frequently below the standard required but there was no specification for the temporary workers. The standard was fixed by the price.
车间主任的意见非常明确，为他雇来的临时工通常不符合要求的标准，但对临时工又没有什么具体要求，临时工的素质由价钱来决定。
These comments apply to the general system of employment of temporary workers. The “outworkers”, many of whom have worked on the site for up to twenty years, do have appropriate knowledge and skills.
这就是对目前临时用工的一个总体意见。许多“外工”已经在工厂干了20多年，有一些相应的技能和知识。
The regular use of “outworkers” is generally reasonable. The irregular use of temporary workers has some weakness.
从事常规工作的“外工”总体情况还好，一些临时工作的外工存在问题。
Temporary workers (such as people who work on the oil boats) had free access to the site, including the refinery area, and were not under proper control.
临时工（例如油船上的人员）可以自由出入厂区，包括炼油装置区，但却无人管理。
The management system for dealing with temporary workers involves many departments. Interviews were conducted with seven departments who have a direct impact on the use of temporary labour.

The regulations, contracts and procedures are not always followed.

With the recent changes in the company there is no longer a “common purpose” for maintaining safety standards.

The answer to the question

1. They live on the oil delivery boats operated by contract supply companies.

2. They have free access to all parts of the site

3. The “collect” anything of value to supplement their income

4. In this case they come to collect cotton sacks

5. There is no control over these people

6. They have no knowledge of the hazards in the plant and there is no control over their safety or the hazards they could cause for other people.
