1.        Purpose
目的
This procedure aims to provide the general guideline on managing the DSPC contractor’s PPE and other contractor borrowed safety materials.
此 程序旨在提供一套规范苏州杜邦公司承包商个人防护用品及其他安全用品的管理方法。

2.        Scope
范围
Contractor’s PPE and safety material includes the below items:
Hard Hat, Safety Glasses, Safety Shoes, Safety Belt, Respirators, Gloves, Safety Suits.
承包商的PPE及安全用品包括：安全帽，安全鞋，安全眼镜，安全带，呼吸器，手套，防护衣，围栏围璃等等。

3.        Definition
3.1        Long Term Contractor --- Contractor who has signed the Long Term Contract with DSPC, and will continue to do the job on a regular basis until the termination of contract. All drives working for DSPC regular vendors are deemed as Long Term Contractors. DSPC requires the Long Term Contractor provide DSPC required PPE by themselves, as written in their contract.
长期承包商－－－承包商与苏州杜邦签有长期合同，此类承包商将长年累月在公司工作直至合同取消。所有为苏州杜邦常规供应商工作的发动机均被视作长期承包商。根据合同规定苏州杜邦将要求此类承包商自行解决其个人防护用品。

3.2        Short Term Contractor – Contractor who has signed the short term contract with DSPC, and will be outside DSPC after fulfilling the job. DSPC responsible areas will handle the required PPE for the short term contractor and assist to smooth other required safety materials’process such as purchase, borrow and compensation.
短期承包商 －－－承包商与苏州杜邦签有短期工作合同，当合同所规定的工作结束后承包商将离开公司。苏州杜邦相关区域将负责短期承包商个人防护用品及其他安全用品的购买，借领，赔偿。

3.3        Visitor, Customers or material deliverer --- People other than item 3.1 and 3.2, who enters the DSPC site for a business Meeting/Visiting/Trip, or product purchase and the material delivery, etc. Normally, DSPC guard will distribute the required PPE to those people, who will be informed to take care their PPE due to their abusing. DSPC facility will be responsible for keeping the PPE in good condition and well stored in guard house.
访客，客户及物料运输人员－－除条文3.1，3.2规定的其余人员进入苏州杜邦公司其目的是参加会议，参观，产品购买或物料运输，门卫将为这些人员发放个人防护用品。他们将被告知爱护使用防护用品，如果这些PPE归还后发现损坏，他们将要求购买，赔偿损坏之PPE。苏州杜邦总务将负责门卫之PPE管理。


4.        Procedures
程序

4.1        All the contractors, such as long term and short term contractor including visitor, customers and material deliverer, should abide by the DSPC’s safety standards and safety procedure and this “contractor PPE and safety material management procedure”.
所有苏州杜邦承包商包括长期承包商，短期承包商，访客，客户，物料运输人员，必须严格遵守苏州杜邦公司的安全规定及“本承包商PPE及其余安全用品管理程序”。

4.2        DSPC has no obligation of providing the required PPE to the long term contractor, however, DSPC will provide some help to smooth the purchasing process for the long term contractor to get their PPE from DSPC store function such as fill in the proper purchase sheet, get the required approval, payment to DSPC finance function, etc.
苏州杜邦没有义务为长期承包商提供PPE，但是苏州杜邦将为长期承包商从杜邦仓库购买PPE提供方便。例如填写并批准采购单，付款至财务科等等。


4.3        DSPC responsible areas will be responsible for the required PPE of short term contractor. The responsible person, line supervisor or area supervisor or designee who signs the work permit for the contractor, has the direct responsibility to proceed the whole process of handling the PPE for the related short term contractor.
苏州杜邦相关区域将负责短期承包商的个人防护用品，生产线主管，区域主管或其指定人将负责处理短期承包商的PPE。

4.4        The DSPC responsible person will get approval from S&OH for the short term contractor’s borrowed PPE and get it from store function. The responsible person should inform the contractor to well protect the borrowed PPE prior to its site job. At the same time, he should check the conitions carefully of those returned PPE after site job finished. The short term contractor will be forced to pay back DSPC if their borrowed PPE damaged due to abuse.
苏州枉邦相关区域主管经安卫部批准后可直接去仓库为短期承包商借领PPE，相关区域主管将告知短期承包商爱护使用其所借之PPE，如果这些PPE归还后经仔细检查发现损坏，承包商将被要
求购买赔偿损坏之PPE。

4.5.        DSPC facility function has the direct responsibility to settle down the required PPE with site guard for visitor, customer and material deliverer. Facility will keep the PPE in good condition and gets the replacement of damaged ones from store function with approval by S&OH.
苏州杜邦总务将直接负责门卫之PPE发放给客户，访客，物料运输人员，总务将负责确保门卫之PPE处于良好状态，如发现损坏经安卫部批准可直接去仓库领用。


4.6        DSPC site guard has the responsibility to inform the visitor, customer, and material deliverer to well protect their borrowed PPE. Site guard will oork with facility to ask the people to pay back DSPC if he damaged the borrowed PPE.
苏州杜邦门卫将负责告知访客，客户，物料运输人员爱护使用其所借之PPE，如果这些PPE归还后发现损坏，他们将被要求购买损坏之PPE。苏州杜邦门卫将协助总务进行PPE管理。
