2.0 Philosophy / Objectives / Goals
Fluor Daniel strives to create a safety “state of mind” throughout the company.
Fluor Daniel maintains open communication with all employees and contractors on safety and health issues by promoting proactive approaches that will gain employee involvement through the safety processes, such as the Job Hazard Analysis Program, participation in weekly safety assessments, and continuously communicating the following program objectives: · Protect the general public from hazards · Provide safe and healthful working conditions for site employees · Prevent accidents and accident-related costs · Eliminate occupational illnesses, injuries to personnel, and damage to equipment and property · Protect the environment · Provide medical services and fire and security protection · Interpret and guide the application of current safety rules, regulations and codes governing the construction industry · Ensure that Employees are actively involved in project safety programs, and they are in 100% compliance with all safety requirements · Ensure that consideration of safety is included in all plans, studies, schedules and cost estimates · Ensure a drug free work place 2.1 Goals Total Restricted Workday Rate

0.0 3.0 Staff / Responsibilities Fluor Daniel / BP Pasadena 15 Project Line Supervision is responsible for safety. The Fluor Daniel / BP Pasadena 15 Project Safety Staff will administer this Safety Program with accountability to the Fluor Daniel / BP Pasadena 15 Project Site Manager. 4.0 Communications Prominent, highly visible safety communications is essential. Included will be a safety board displaying safe work hours and assessment performance. Safety Grams/Alerts will be distributed to the Supervisors for specific attention areas.
5.0 HEALTH, SAFETY AND ENVIROMENTAL PROVISIONS In order to achieve the goals and objectives Fluor Daniel has developed and implemented this mutually agreed upon comprehensive Project Site Safety Manual containing specific Health, Safety and Environmental Procedures, for the BP Pasadena 15 Vision Project. The Manual has been developed in conjunction with BP Pasadena Chemical Plant HSE Policy/Procedures Manuals and the Fluor Daniel Accident Prevention Standards. The program as a minimum meets or exceeds all Local, State and Federal Regulations and the provisions set forth in the BP Pasadena Chem. Plant HSE Procedures, and the Fluor Daniel Accident Prevention Standards. The bases for this manual have been submitted to and approved by National Compliance Management Services Inc. All Subcontractor’s HSE Policy/Procedures Manuals will be submitted to the National Compliance Management Services Inc for approval. Fluor Daniel will actively promote and enforce this comprehensive safety and health program through safety processes that include but are not limited to; Contractor Pre-Qualification - All contractor safety programs and prior safety performance will be submitted for review and approval prior to mobilization. Orientation Program – All employees will be required to attend and successfully complete the Houston Area Contractors Safety Council BH course, BP orientation and the Fluor Daniel/ BP Pasadena15 Project Site Specific Orientation Program. A tracking program will be implemented that will assure compliance and provide updates on refresher training needs. Daily Safety Task Assignment Program – All Fluor Daniel Employees and Contractor employees will participate in the program. This program requires supervisors to assess the work area and scope, identify any associated hazards; abatement measures and communicates this information to all employees assigned to the task. Weekly Safety Assessments will be conducted and documented for each respective work areas. Supervisors and contractors assessment performance levels will be numerically quantified and tracked. Performance reports will be generated weekly for management’s review. Weekly Safety Meetings – All supervisors (foreman level and above) will be required to attend and participate in weekly safety meetings. These meetings will provide a forum to discuss and share any occurring or anticipated site safety problems, and provide supervisors with information to carry back to their respective Toolbox Meetings. Supervisor’s attendance will be tracked. Weekly Toolbox Meetings – All craft employees will be required to participate in weekly Toolbox meetings, at which foreman will share project related safety information with all crewmembers and allow for discussion and input. Monthly Safety Meetings – Every month, all personnel, both Fluor Daniel and subcontractors will attend a Site Safety Meeting to emphasize safety concerns, requirements, and expectations. Incident Investigation / Tracking – Incident and accidents will be investigated, reported and tracked. Root Cause Analysis will be conducted to determine the cause of accidents. Contractors shall participate in investigations and analysis of incidents and or accidents involving their employees. Trend analysis will be conducted and reported. Safety Committee – The Safety Committee is comprised of the Fluor Daniel Site Manager, Construction Manager, and Site Safety Manager as well as the BP Project Manager, Construction Coordinators and Contractor Safety Manager. The committee will meet weekly and analyze trends, observations, and assessments to be shared at the Weekly Safety Meetings. 6.0
SUBSTANCE ABUSE PREVENTION / CHEMICAL SCREENING Fluor Daniel maintains a strong commitment to its employees and contractor employees to provide a safe work place and to establish programs promoting high standards of safety. Consistent with the spirit and intent of this commitment, the company expects employees and contractor employees to report to work in proper condition to perform their duties. Fluor Daniel recognizes that the presence of drugs and alcohol in the workplace only increases the hazards inherent to our industry. It is the intent of Fluor Daniel to prevent the use and abuse of controlled substances and alcohol on our projects. The company has developed specific policies, procedures and practices to directly address our position. The program includes chemical screening requirements for Pre-Employment, Random, For Cause and Post Accident. All contractors shall have and comply with a Substance Program that meets the requirements of this Program. 7.0
SAFETY RULES AND REGULATIONS The project will be governed by two (2) sets of standards, BP Pasadena Operation procedures manual and Fluor Daniel’s APS Manual which is applicable to all activities performed inside the boundaries of the BP Chemical Plant. The respective policies / procedures manuals should be consulted when performing activities within the boundaries of the BP facilities. All work shall be in compliance with the Occupational Safety and Health Standards for Construction (29 CFR PART 1926) and General Industry (29 CFR PART 1910). |
