PURPOSE
To provide guidelines for the acquisition, inspection, inventory, disposal, and control of radioactive materials, ionizing radiation-producing equipment, and monitoring equipment. And to identify sources if non-ionizing radiation, assess the degree of any hazard associated with identified sources, and establish control measures capable of eliminating recognized hazards or reducing their effects to acceptable levels.
SCOPE
This procedure applies to all radioactive materials, ionizing radiation, all types of non-ionizing electromagnetic radiation-producing and monitoring equipment purchased or utilized in *** China.
DEFINITIONS
Radioactive materials may be defined as a substance which emits, by spontaneous nuclear disintegration, corpuscular or electromagnetic emissions.
Ionizing radiation may be defined as radiation which includes alpha particles, beta particles, gamma rays, X-rays, neutrons, high speed electrons, high speed protons, and other atomic particles which will interact with gases, liquids, or solids to produce ions.
Ionizing radiation monitoring equipment may be defined as equipment obtained solely for the purpose of monitoring or detecting ionizing radiation.
RESPONSIBILITIES AND AUTHORITY
Managers
Managers must ensure that professional expertise and equipment needed to implement the requirements of this program are obtained.Persons assigned to these responsibilities must be technically qualified to carry out the duties.
Managers must also ensure that employees who will be working with radiation sources or radiation producing equipment are provided with appropriate instruction regarding the nature of radiation, potentialhazards of the job, and protective measures. The type and frequency of such training should be established on the basis of the potential risk and complexity of each operation.
Engineering
Engineering is responsible for designing or specifying equipment which minimizes and controls employee exposure to radiation and complies with applicable government regulations. Equipment should incorporate fail-safe or other reliability enhancing features. Site IH should concur with the design of these controls.
